This agreement establishes, once in force, the technical security measures to support US space launches from the United Kingdom, while ensuring the proper use of sensitive technologies that are consistent with our long-standing partnership and our responsibilities as founding members of the Missile Technology Control System (MTCR). The agreements are based on the basic structure of the comprehensive/comprehensive standard agreement for non-nuclear arms states, but are based on fundamentally different security obligations. It acknowledges that the NWS continues to carry out nuclear activities outside the scope of the IAEA safeguards and therefore limits the activities of the IAEA to activities identified by the NWS concerned. The United Kingdom therefore provides the IAEA with a list of its civilian nuclear facilities. Accounting reports on nuclear materials and basic information on the design of all nuclear materials are made available to the IAEA through the European Commission and the IAEA is free to name them for inspection. The UK facilities, currently designated and controlled by the IAEA, include parts of the Sellafield plant containing plutonium products extracted from the reprocessing of irradiated fuels and the Capenhurst gas centrifuge enrichment plant.

These security withdrawals now include only small amounts of equipment for calibrating the device or radiological detectors, or as analytical or radiological armoured tracers. The UK`s withdrawal from the EU includes the withdrawal of Euratom, a body created by a 1957 treaty for the coordination of European civil nuclear research and development and the implementation of security measures in conjunction with the IAEA.
