The leaders expressed their readiness to support any request for membership from states that remained neutral during the war and met other requirements. The three major felt it was necessary to make it clear that they were reluctant to support the spanish government`s request, which was set up with the support of the axis powers.  The Council of Foreign Ministers was also required to review and prepare the peace agreements concluded for Bulgaria, Finland, Hungary and Romania. The end of peace agreements with recognized and democratic governments in these four states would allow the Big Three to accept the demands of the four members of the United Nations. In addition, the big three agreed in the near future to discuss the re-establishment of diplomatic relations with Finland, Romania, Bulgaria and Hungary. The big three were convinced that, given the situation in Europe after the end of the Second World War, the representatives of the Allied press in the four countries would enjoy freedom of expression. The Conference agreed on the creation of a Council of Foreign Ministers representing the five main powers, continuing the preliminary work essential for peace agreements and taking on other issues that could sometimes be entrusted to the Council, by mutual agreement between the governments concerned by the Council. The establishment of the Council in question did not contradict the agreement of the Crimean conference that there should be regular meetings between the foreign ministers of the three governments. After the text of the agreement establishing the Council, it was decided: Winston Churchill, who had served most of the war as British Prime Minister in a coalition government, would be replaced by Clement Attlee during the conference. Since the early 1940s, Churchills had a Soviet policy that was very different from Roosevelt`s and regarded Stalin as an “evil tyrant” who led an abominable system.  General elections were held in the United Kingdom on 5 July 1945, but the results were delayed to allow the counting of votes of military personnel in their constituencies.
